Educational Leave Applications Increase as Uncertainty Grows

Applications for educational leave in Vienna have risen by 25% in recent weeks, following reports that the far-right Freedom Party (FPÖ) and the People’s Party (ÖVP) – currently in coalition talks – are considering scrapping the scheme if they form a government, ORF has reported.

The Vienna Chamber of Labour has also seen a sharp rise in requests for advice, both from those thinking about applying and from individuals who have already reached an agreement with their employer and are now seeking guidance.

Employees Urged to Take Precautions

“If you arrange educational leave with your employer, a so-called reservation clause should be included. This means the leave should only take effect if the education allowance is actually granted. That way, an exit would still be possible,” said Silvia Hofbauer, head of the Chamber’s Department for Labour Market and Integration.

The Chamber is advising employees to proceed with caution when planning educational leave. Hofbauer warned against signing binding contracts with training providers or making advance payments, given the uncertainty surrounding the scheme.

For those already on leave, she sought to offer reassurance. “We also believe that such a move would be unconstitutional. If it were to happen, we would support affected individuals with legal action.”

The scheme is managed by the Public Employment Service (AMS) and is funded by the taxpayer.

Last year, Austria spent around €640m on the programme, covering training costs, part-time education schemes, and unemployment insurance contributions. Government estimates suggest spending will reach €631m this year, rising to €667m by 2027 – if the scheme remains in place.
