Vienna has officially launched its “Democracy Year” by becoming the second city to hold the title of Europe’s “Capital of Democracy,” following Barcelona.

The title was awarded by the non-profit European Capital of Democracy initiative, with Vienna emerging victorious over seven competing cities. Over the next 12 months, the city will dedicate itself to promoting democracy and civic participation.

“The title of European Capital of Democracy is a recognition of Vienna’s efforts in promoting democracy and involving citizens in the democratic process. It is also a mandate to continue developing in this direction,” said Vienna Mayor Michael Ludwig at the launch event on Tuesday.

As part of the Democracy Year, funding of €300,000 will be made available to support initiatives aimed at fostering democracy. The city has also announced the creation of a “Vienna Democracy Strategy,” which will be developed with input from civil society. Plans include events designed to encourage international dialogue on democratic practices.

The initiative will also focus on tackling fake news, with interactive video game concepts being developed to raise awareness within the European gaming community about misinformation and to mobilise efforts to counter it. Up to five national and international teams will work on these projects in Vienna during the Game City event in autumn 2025.

Additionally, the “Safe Democracy Convention 2025,” focusing on data and information security, will be held at Vienna’s City Hall in February.
